On Base Leadership Ownership:


On Base Leadership was founded by Ed Smith and Patrick Williams, who are both 30- year veterans of law enforcement. Both Ed and Pat have many years of supervision, management and executive level experience along with leadership training. They are both graduates and  


Ed holds a Master’s Degree in Public Administration from Golden Gate University, a Bachelor of Arts Degree in Criminal Justice from CSU Sacramento, and a California life-time teaching credential. Ed has over 34-years in several California Police agencies working all assignments going through the ranks.  Ed graduated from the Sherman Block Supervisory Leadership Institute for the California Peace Officers Standards and Training and later became a facilitator for the course. Ed has extensive experience as a trainer in multiple disciplines and leadership topics and numerous presentations of the Leadership Development 96-hour course since 2013. He has private sector business experience previously owning a small business. Ed has served on various professional regional boards and State commissions and local community boards. Ed is a former President of the Cannery Row Rotary Club and is a John Maxwell Certified Trainer.

FACILITATORS



Cliff Nannini, senior facilitator is well versed in leadership principles and management techniques with vast experience in a variety of private and public sector positions and international policing. Cliff is a former Captain with the Newark, CA Police Department, (Ret.), Training Coordinator with a northern California agency and instructor in various college classes and specialized police training courses. He was the Chief of Discipline, United Nations International Police Task Force, Bosnia-Herzegovina, a DOJ Senior Police Advisor to the National Police Forces of Macedonia, Azerbaijan, and several Caribbean Nations. Cliff earned a B.A. degree in Administration of Justice and a Master’s Degree in Management. He attended the Peace Officers Standards and Training Command College. Cliff also currently serves as an Instructor with Behavior Analysis Training Institute. Cliff has served his local community for many years in leadership roles for Rotary.

 Eddie Freyer, senior facilitator joined the FBI in 1972 and served in the Pittsburgh, Phoenix, San Francisco and the Santa Rosa offices enjoying a 30-year career. Eddie was the lead investigator of the 1993 Polly Hannah Klaas kidnapping/murder investigation in Petaluma, California. Eddie was a team member, team leader, and the tactical Team Commander of the FBI San Francisco SWAT Team. He created and coordinated the High Sierra SWAT Team Challenge, which later became the Urban Shield exercise offered by Alameda County Sheriff’s Office. Eddie has instructed numerous POST training courses in northern California, as well as with the US State Department and DOJ which included many overseas assignments. Eddie served a one-year deployment to Iraq as an embedded Law Enforcement Professional serving with the US Army in targeting and interrogation efforts. He was the Undersheriff of the Walla Walla County Sheriff’s Office. In 2014, Eddie returned to California and assisted POST as a consultant managing the ICI program before retiring in 2019. Eddie has been instructing Interview and Interrogation with BATI and has recently developed a POST certified cognitive decision-making courses with Shadowbox Training.

Kerry Harris, facilitator joined the Santa Clara Sheriff’s Office in 1982 working in corrections, patrol, and a DUI enforcement team until 1988 when he lateraled to the Los Gatos Police Department, where he worked until his retirement in 2013 as a sergeant with 31 years of service. While working at Los Gatos PD. Kerry was assigned to patrol, training, investigations, special operations-narcotics, emergency management and SWAT. He is a graduate of the P.O.S.T. Sherman Block Supervisory Leadership Institute. Kerry has many years of involvement in special operations, investigations, narcotics, crisis management, EOC, CERT and was heavily involved in active shooter training and policy development. Kerry has developed a reputation as a skilled trainer in active shooter prevention and response, as well as emergency management and operations in the private sector, working with schools, colleges, healthcare institutions, government agencies, and the manufacturing and services sector. Kerry recently joined the On Base Leadership team bringing many years of practical supervisory and leadership expertise. He is a skilled problem solver with a keen focus on what perspective new supervisors need for their role transitions and working in a fast-paced environment with high organizational and community expectations.
